The politically correct answer is the following: because Mexico is an important partner of the United States. However, the real answer is something closer to this: because Mexico is using taxpayer’s dollars in a war against drugs that is spilling into the United States and it may need even more funds to keep the effort. The fact that Obama will visit Mexico in April also plays in important role in the visit.

This is the wrong question that conceals multiple problems that have long plagued US/Mexican relations. At some point, every US administration has to have the President of the US visit Mexico as well as other cabinet level officials. Of course there is a problem in Mexico that involves US tax payer dollars (the bailout under the Clinton administration is another example). Of course events in Mexico affect the United States. This is not a new phenomenon. And the response from US officials and Mexican offices is the same and unimaginative. This is not an issue of political correctness, but the continued under appreciation by the United States of how significant its relationship with Mexico really is. And we must include the ignorance and apathy of US society. And in Mexico failed domestic public policy that is negatively influenced by its corrupt political system is also unchanged.
